FSD Welcomes Two Central Office Leaders

The Franklin Special District (FSD) announces two new hires to its Central Office staff. Leslie Duke has joined the district as Human Resources Supervisor, and Shea Waldkirch as Accounting Coordinator. Duke returns to the district after a two-year absence, while Waldkirch brings more than two decades of accounting and financial leadership experience to the Central Office team.
 

Leslie Duke brings extensive experience in human resources, employee support, onboarding, benefits, licensure, and district personnel operations. She previously served as FSD’s Human Resources Supervisor from 2018 to 2024, overseeing daily HR operations, talent acquisition, onboarding, retention, employee benefits, substitute systems, workers’ compensation, and personnel processes. After a two-year absence, Duke returns to the same role with additional experience supporting public sector human resources systems, employee onboarding and offboarding processes, payroll, benefits, employee relations, and policy development.
 

Shea Waldkirch brings more than 20 years of progressive accounting and financial leadership experience to her new role. She most recently served as Senior Accounting Analyst at Nissan North America, where she coordinated financial reporting for North American entities, prepared monthly and quarterly reporting packages, supported external audits, reviewed accounting submissions, and collaborated across teams to improve accuracy and efficiency. Her experience also includes internal controls, audit coordination, reconciliation oversight, month-end close processes, financial statement preparation, budgeting support, staff supervision, and process improvement.

 Duke is filling a vacated role, while Waldkirch is assuming the role following the retirement of Teresa Ragsdale, who has served in the FSD Central Office for 31 years. 
 
“Leslie and Shea each bring a strong combination of expertise and leadership to their work,” said Dr. David Snowden, Director of Schools. “Leslie’s knowledge of our district and her extensive experience in human resources have enabled us to have a seamless transition in leadership. Shea’s strong background in accounting and financial reporting will be a tremendous asset to our Finance and Administration team. We are pleased to welcome them both.”
