Celby Glass Receives TN Department of Education RISE Award

The Franklin Special District (FSD) proudly celebrates Safety and Attendance Supervisor Celby Glass, who was surprised at our offices this week by Tennessee Department of Education supervisors with the announcement that she has been named one of two statewide recipients of the RISE (Recognizing Inspirational School Employees) Award.

The RISE Award honors classified school employees who demonstrate excellence, leadership, and dedication in supporting students, schools, and communities. Celby’s work perfectly reflects these ideals. Known for her professionalism, compassion, and tireless commitment, she collaborates daily with school administrators, law enforcement, and families to ensure student safety, well-being, and consistent attendance.

Celby led the creation of FSD’s districtwide threat assessment protocol—now considered a best practice—and continues to guide proactive initiatives that strengthen safety and community trust. She also coordinates weekly multi-agency safety meetings with law enforcement and community partners, further uniting efforts to support children and families.

Celby’s ability to unite law enforcement, administrators, and families around shared goals of student well-being reflects her professionalism, integrity, and deep commitment to the Franklin Special District community.”
