Aspire 2029 Strategic Plan Update

Franklin Special District is proud to share a new video highlighting our progress toward the goals of the Aspire 2029 Strategic Plan.

Aspire 2029 is our district’s strategic plan and guiding document, shaped by critical input from across our schools and community. It is a promise to our students, our families, and our community that we will achieve our vision, together. Since launching Aspire 2029, we have taken meaningful steps toward that promise — and the results are already incredible.

Goal Area 1: Academics

Our first commitment is bold: improve literacy, math proficiency, and student growth for every learner.
Over the past year, our educators have updated essential standards and success criteria in reading and math, strengthened common formative assessments, and deepened instructional alignment across classrooms. These efforts are paying off. On the spring 2025 state assessment, Franklin Special District saw growth in every subject area across all grade levels, with several grades achieving double-digit proficiency gains in just one year.

In recognition of this academic growth, FSD earned Exemplary District status in 2025, placing us among only 14 districts statewide to receive this distinction. We’ve also strengthened Professional Learning Communities, in which teams of educators continuously analyze data and adjust instructional practices to ensure all students learn at high levels across the district. Multiple schools have earned Model PLC at Work recognition, and we are on track toward district-level designation. Our educators continue to learn, collaborate, and innovate — always focused on what students need most.

From K–2 fluency initiatives and district-wide writing expectations to expanded use of research-based tools like i-Ready—on which FSD students consistently outperform the state and the nation in both math and reading—Aspire 2029 is guiding our work to build a strong academic foundation that supports long-term student success.

Goal Area 2: Belonging and Well-Being

Academic success thrives when students feel safe, supported, and connected. Across Franklin Special District, schools are intentionally creating environments where belonging and well-being are prioritized. From thoughtful school transition experiences to expanded mental health partnerships, we are surrounding students and families with care.

Today, every FSD school has a school counselor and access to on-site or partnered mental health professionals, and our district continues to expand services for students experiencing challenges both during and outside the school day. We are proud that all FSD schools have earned Unified Champion Schools designation—reflecting our commitment to inclusion and belonging for all students. Our students and staff are also supported by a certified therapy dog in every school.

By listening to student voices, strengthening behavior expectations, and partnering with families and community organizations, we are building schools where students feel known, valued, and supported.

Goal Area 3: Community Presence and Communication

Aspire 2029 also calls us to tell our story—clearly, consistently, and authentically. Over the past two years, Franklin Special District has expanded its presence at community events, launched a cohesive branding effort, and strengthened communication with families through ParentSquare.
Our redesigned websites, new digital tools, and expanded outreach ensure families have easier access to information and opportunities to engage. From the Story Bus and story times at community festivals to Founder’s Day celebrations and our branding work commended with national recognition, our message is resonating. Franklin Special District offers high standards, exceptional programs, and a strong sense of community.

Aspire 2029 is a living plan—guided by purpose, powered by people, and measured by progress. We are proud of how far we’ve come and even more excited about where we’re headed. Together—students, families, educators, and community partners—we will continue to aspire, achieve, and grow.
