TIERED INTERVENTION PROCESS
The Franklin Special School District uses a tiered intervention process to eliminate barriers to students learning. When a teacher observes that a student is displaying behavior that could become a barrier to the learning, he/she will follow the steps in the intervention process as stated below:
The teacher takes proactive measures by determining the root cause and implementing appropriate interventions. If these interventions are successful, the process stops here. If not, the teacher proceeds to Step 2.
The teacher collaborates with affiliate teachers (other teachers of the student) for suggestions of interventions and implements. If these interventions are successful, the process stops here. If not, the teacher proceeds to Step 3.
- The teacher makes a referral to the GEIT (General Education Intervention Team). The GEIT is a committee of individuals, including the parent, who have knowledge about the student or who bring expertise to the table about possible interventions. The committee, led by the counselor, will examine the data that has been collected on the student and make recommendations. Recommendations at this point might be more classroom interventions, a referral to the Section 504 coordinator, or a referral to Special Education staff.
- If a referral is made to the Section 504 coordinator, a 504 committee will convene to address the issue; if a referral is made to Special Education staff, an IEP team will convene; otherwise the teacher will implement additional classroom interventions as recommended by the GEIT. If interventions are not successful, the GEIT will reconvene for further study of the case.
- Parents and other school staff, who have a concern about a student’s behavior or lack of academic progress, may also make a GEIT referral by contacting a school counselor. The counselor will gather data, distribute the necessary paperwork, and schedule a GEIT meeting.

The Franklin Special School District Tiered Intervention Process is based on Tennessee’s Rules of State Board of Education, Chapter 0520-1-9 (Special Education Programs and Services), Rule #0520-1-9-.02 (Relationship to General Education Programs) which states: - As a component of child find activities, general educational programs within each LEA (Local Education Agency) have specific responsibilities that include the following:
- Systematic screening of all children in specific grade levels residing within its jurisdiction;
- Reviewing the educational performance of children who are high risk;
Providing interventions and documentation prior to referral for special education evaluation (intervention strategies implemented in the general education program prior to referral).
